Mr. Marcos Costilla, the founder of MCACG, LLC, is a leading expert in organizational and infrastructure capacity building of all facets of the aviation system in modern and developing countries with specialized experience in the Middle East.
His company covers all aspects of ICAO and FAA regulations as it applies to regulatory functions as well as to airport and airline operations MCACG, LLC also seeks to develop business venture solutions for products and services to meet client needs. Mr. Costilla most recently completed his govt service as the FAA Senior Advisor and DOT Attache, US Embassy, Baghdad from June 2004 to September 2007.
Raul Trevino, Director / Business Manager
Raul Trevino retired from the FAA as a Senior Executive after a 35-year career. Mr. Trevino possesses in-depth knowledge of all aspects of the control of air traffic, including operations, safety, procedures, processes, and equipment necessary to operate the National Airspace System. Mr. Trevino has work experience in all levels of the FAA, including facilities, regional offices, and National Headquarters. In addition to his expertise in air traffic management, Mr. Trevino also has experience in project management and strategic planning.
Currently, Mr. Trevino serves as Project Manager for an airspace redesign and PBN implementation project in Europe. As Managing Director for MCACG, Mr. Trevino is responsible for day-to-day operations as well as developing strategies to meet the company's future goals.
Cal Fox, Project Manager
Mr. Cal Fox is responsible for project management and international liaison within MCACG. He comes with a wealth of executive, management, and diplomatic experience in private industry, US Federal government, and foreign entities. He retired from the Federal Aviation Administration after assignments as technical expert, manager, and trainer, including stints as international liaison, logistics support manager, and IT support systems manager. Since leaving the FAA, he has completed numerous private industry projects as a director of business development, proposal management, and international business management, supporting FAA/CNS/ATM, US military, and foreign civilian aviation systems within ongoing contract engagements.
Ben Castellano, Airport Certification SME
Mr. Castellano has extensive international experience. He is responsible for providing airport certification and training to Spanish Civil Aviation Authorities. He was part of a review team requested by Singapore to review the accident report by the Aviation Safety Council of Taiwan. He has been involved in the training of Chinese Airport Safety Inspectors since 1998. He established a training program for the Chinese CAAC to be conducted at the FAA Aeronautical Center in Oklahoma City, Oklahoma. The program provides for classroom training followed by on-the-job training by FAA Airport Certification Safety Inspectors at selected US airports.
